Company Car Taxes in Estonia 2026: VAT, Benefits and Car Tax

BUSINESS / TAX / ESTONIA 2026
One car. Three different tax rules.

Fringe benefits, input VAT and motor vehicle tax — with worked examples and a practical checklist.

Company car taxation in Estonia in 2026 is not a single tax. Businesses must consider fringe benefit taxation when private use is available, input VAT deduction for car purchases and operating costs, and annual motor vehicle tax. Employees using their own vehicles for business travel may qualify for a separate tax-free reimbursement arrangement.

This practical guide explains the rules with figures, examples, documentation checklists and direct links to the Estonian Tax and Customs Board (MTA). Your actual treatment depends on the vehicle category, registered power, use, VAT status and relevant exemptions.

AT A GLANCE

Quick answer: The monthly taxable value of private use of an employer’s passenger car is generally €1.96 per kW, or €1.47 per kW for cars over five years old. For a mixed-use M1 passenger car, the standard input VAT deduction limit is generally 50% (potentially lower). Annual motor vehicle tax was introduced on 1 January 2025, not in 2026.

🚙
Fringe benefit

🧾
VAT deduction

📅
Motor vehicle tax

Annual tax and, where applicable, registration fee.

Fringe benefits: when an employer makes a vehicle available for private journeys, private-use benefit taxes can arise. The employer is generally responsible for the income and social taxes.

VAT: a VAT-registered business must consider specific input VAT deduction restrictions on M1 passenger vehicles. Paying fringe benefit taxes does not make the car exclusively business-use for VAT purposes.

Motor vehicle tax: annual tax and, where applicable, a registration fee are separate from fringe benefit and VAT rules. They may apply even to business-only vehicles.

Private-use fringe benefit: rates and reporting

For employer-owned or employer-controlled M1/M1G cars, taxable fringe benefit value is generally €1.96 per kW per month, or €1.47 per kW for a vehicle over five years old. The power figure comes from the vehicle register. The MTA specifies the internal-combustion engine’s registered maximum power for hybrids and the registered motor power for electric vehicles.

The rules can also cover private use made available to management board members. The taxable benefit is based on the availability of private use, not simply the number of private kilometres actually driven. If private use is genuinely prohibited and that is demonstrable, this fringe benefit need not arise.

The employer reports the benefit using TSD Annex 4, code 4040, by the 10th day of the following month. Official MTA guidance.

Worked example: a 120 kW company car

WORKED EXAMPLE

Car over 5 years old

€124.38

Monthly employer income and social taxes when a 120 kW passenger car is available for private use. Vehicle and maintenance costs not included.

Assume a company car with 120 kW is available for private use. These figures show monthly fringe benefit taxes only, not the full cost of ownership.

Calculation Car up to 5 years old Car over 5 years old
Taxable benefit value 120 × €1.96 = €235.20 120 × €1.47 = €176.40
Income tax, 22/78 €66.34 €49.75
Social tax, 33% €99.51 €74.63
Total monthly taxes €165.85 €124.38

Income tax = taxable benefit × 22/78. Social tax = (benefit + income tax) × 33%. Figures are rounded to cents. See MTA’s examples.

VAT deduction: the 50% rule and full deduction

Example: €20,000 + 24% VAT
Deductible VAT — €2,400
Non-deductible VAT — €2,400

Illustration of the usual 50% VAT deduction cap. In some circumstances the actual entitlement is lower.

For an M1 passenger car used for both business and private journeys, a VAT-registered company can generally deduct no more than 50% of input VAT on acquisition and relevant running expenses. It is not automatically recalculated based on the business-kilometre percentage. Exempt supplies and non-business activities can reduce the deduction further.

100% deduction may be available when the car is genuinely used solely for taxable business purposes and that use is substantiated. Statutory exceptions may also apply to certain vehicles held for resale, rental, taxi operations and driving instruction, subject to precise conditions.

Example: a car costs €20,000 plus Estonia’s 24% VAT (€4,800). Under a 50% deduction, €2,400 of input VAT is deductible; under a substantiated 100% deduction, €4,800 is deductible.

If private use starts within two years of purchasing a vehicle on which full acquisition VAT was deducted, the earlier input VAT deduction may need adjustment. From the month of the first private journey, the restriction on running-cost input VAT generally continues for 12 months, even if private use then stops. See MTA’s detailed VAT guidance.

If the two-year adjustment rule applies, the VAT return for the car’s original acquisition month must be corrected, rather than only the return for the month private use began. The treatment of operating-lease payments differs from the purchase adjustment rule.

Proof that a company car is used only for business

A mileage log alone does not prove 100% business use
1
Policies

Is private driving clearly prohibited?

2
Journeys

Can work purposes and routes be checked?

3
Parking

Where is the car kept outside working hours?

4
Reality

Does actual use match the records?

A mileage log alone is not conclusive if employees can actually take the car for personal use. The MTA considers the full factual picture: written vehicle-use policy, permitted drivers, restrictions on private use, routes and business purposes, mileage, where the car is kept outside working hours, and control procedures.

A log may record date, driver, route, purpose, odometer readings and kilometres travelled. Other reliable evidence may also be accepted; documents must reflect reality. MTA evidence checklist.

Estonia introduced the motor vehicle tax on 1 January 2025. It consists of annual motor vehicle tax and, in specified circumstances, a vehicle registration fee (for example, first registration in Estonia or certain first ownership transfers where no previous fee was paid).

For a vehicle on the register as at 1 January 2026, the annual tax payment dates are generally 15 June and 15 December 2026. Where a vehicle is first registered during the year, annual tax is calculated proportionally. In a sale during the year, the person liable on 1 January generally remains liable for that year’s tax.

Motor vehicle tax is not calculated by multiplying the car’s power by the private-use fringe benefit rate. Check the official 2026 guidance and calculator for the relevant registration and vehicle data.

Special dates for first registration in Estonia: vehicles first registered between 1 January and 30 September 2026 generally have their 2026 annual tax due on 15 December 2026. Vehicles first registered from 1 October to 31 December 2026 have that payment due on 15 June 2027. These dates differ from the schedule for vehicles already on the register on 1 January.

Using an employee’s private car for work

€0.50/km

Tax-free reimbursement per documented business kilometre

€550

Monthly tax-free ceiling per employer

Subject to the statutory conditions, an employer may reimburse qualifying business journeys in an employee’s private car tax-free at up to €0.50 per kilometre, capped at €550 per month per employer. The scheme requires a written employer decision and proper mileage records.

Records must include the driver, registration number, date and business purpose of each journey, and opening and closing odometer readings. The mileage reimbursement generally covers fuel, repairs and other ordinary vehicle-use costs; separate reimbursement of the same costs can create a taxable fringe benefit. Properly documented business parking is treated separately. Ordinary commuting does not automatically qualify as business travel.

Example: 800 eligible business kilometres × €0.50 = €400. At 1,300 kilometres the arithmetic amount is €650, but the tax-free monthly cap is €550 under this scheme. Business-travel rules can have additional nuances. MTA mileage conditions.

The special tax-free reimbursement scheme applies to employees under employment contracts, public officials, and members of a legal person’s management or supervisory bodies. Being merely a shareholder or an independent contractor does not qualify a person for this scheme. The employer’s written decision must be supported by a copy of the document showing entitlement to use the car. Tax-free reimbursement is available only for completed and properly recorded business journeys.

Employers paying private-car mileage reimbursements must report the amounts paid during the calendar year on form INF 14 by 1 February of the following year. Amounts above the tax-free limit are also reported on TSD Annex 4 and taxed as fringe benefits. MTA guidance on reporting reimbursements

Company car or mileage reimbursement: which is cheaper?

Two approaches: compare the full budget
🚘
Company-owned car

Purchase or lease, insurance, maintenance, energy, motor tax, any fringe benefit taxes and VAT deductibility.

🛣️
Private-car reimbursement

Business-trip records, reimbursement limits and the true volume of work-related travel.

Do not compare only the monthly fringe benefit tax with the €550 reimbursement cap. Include acquisition or lease payments, depreciation, insurance, fuel or electricity, maintenance, tyres, parking, annual vehicle tax, any registration fee, the amount of VAT actually recoverable, fringe benefit taxes and administration.

Reimbursement may be simpler for occasional work journeys. A company vehicle can make more sense for frequent customer visits, shared vehicles or specialised work. The answer depends on business-specific costs and actual vehicle use.

Common mistakes and a final checklist

  • ✓Claiming the Estonian motor vehicle tax first started in 2026, rather than 2025.
  • ✓Assuming mixed-use M1 car VAT is deductible according to business mileage, instead of considering the 50% special cap.
  • ✓Calculating the private-use fringe benefit solely by the number of private kilometres.
  • ✓Claiming 100% input VAT while personal use is in fact available.
  • ✓Missing the two-year purchase-VAT adjustment rule and 12-month running-cost rule.
  • ✓Paying private-car mileage reimbursement without proper records or a written decision.
  • ✓Overlooking private use by management board members or who actually controls the car.

Before filing: check vehicle category and registered kW, age, whether private use is permitted, TSD Annex 4 code 4040, VAT deduction evidence, register-based tax liability and supporting documents.

FAQ — Frequently asked questions

Does a business-only company car trigger private-use fringe benefit tax?

Not where private use is genuinely disallowed and exclusive business use can be substantiated.

Can a company deduct 70% of VAT if 70% of driving is for business?

Generally not for an ordinary mixed-use M1 car. The special deduction cap is normally 50% and can be lower.

Is a mileage log always mandatory for a company car?

Business-only use may be substantiated by several reliable means. However, a compliant journey log is required for the tax-free private-car mileage reimbursement scheme.

Does private use by a management board member matter?

Yes. Allowing private use of an employer-controlled car by a management board member may also be a taxable fringe benefit.

Is annual motor vehicle tax calculated using €1.96 per kW?

No. That is a separate fringe benefit rate; motor vehicle tax follows different statutory rules.

What does a 120 kW company car cost in fringe benefit taxes?

For permitted private use in our example: €165.85 per month for a car up to five years old or €124.38 for a car over five years old.

Can €550 private-car reimbursement be paid without records?

Not tax-free under the mileage-reimbursement scheme: proper records and an employer decision are required.
