Subsistence minimum 2026: what this indicator means and what to check before drawing conclusions
Subsistence minimum 2026 in Estonia – how much money does a person need at a minimum for daily necessities, and does eligibility for benefits depend on it? The answer is not a single figure: in Estonia, it is important to distinguish between Statistics Estonia's calculated subsistence minimum, the subsistence threshold and the minimum wage.
361,40 € per month – the latest published calculated subsistence minimum per person, but this is a statistical indicator for 2025 year, not an amount already calculated for 2026.
220 € per month – the subsistence threshold in 2026 for a person living alone or the first member of a family. For the second and each subsequent adult, it is 176 €, and for each minor it is 264 €.
946 € gross per month – the minimum wage for full-time work from 1 April 2026.
Data checked as of 22.10.2026. Statistics Estonia’s latest published estimated subsistence minimum figure relates to the year 2025.
What is the calculated subsistence minimum in Estonia?
The calculated subsistence minimum is Statistics Estonia's estimate of the minimum amount with which a one-member household can cover its basic daily needs for 30 days. It is also the absolute poverty threshold. It is a statistical indicator, not an amount paid by the state to every person.
The calculation takes into account food, housing and other daily non-food expenses, including healthcare, communications, transport, education and household expenses. The food basket is based on a minimum food basket containing approximately 2400 kilocalories per day. The calculation excludes, for example, purchases of alcohol and tobacco, package tours, buying a car and eating at a restaurant.
Statistics Estonia adjusts the indicator annually based on the consumer price index. More detailed methodologies and year-to-year comparisons can be found on the official Statistics Estonia website.
What is Estonia’s subsistence minimum in 2026?
The statistical subsistence minimum for 2026 has not yet been published as of 22 October 2026. The latest published indicator is 2025 361,39 euros per month for a one-member household (rounded to 361,4 euros). The Statistics Estonia data page was updated on 23 January 2026.
2025’s figure consists of the following costs:
- Minimum food basket – 163,51 €. Essential food for one month.
- Non-food expenses – 197,88 €. Including housing, household expenses, healthcare, transport, communications, education and other expenses.
- Housing costs – 149,55 €. These are already included in non-food expenses and are not added to the total again.
| Indicator | 2024 | 2025 |
|---|---|---|
| Calculated subsistence minimum per month | 345,81 € | 361,39 € |
| Cost of the minimum food basket | 152,96 € | 163,51 € |
| Total non-food expenses | 192,85 € | 197,88 € |
2025. aasta arvestuslik elatusmiinimum kasvas 2024. aastaga võrreldes ligikaudu 4,5%. See näitab, kuidas statistiliselt hinnatud miinimumvajaduste maksumus muutus, kuid ei tähenda, et sama summa oleks seadusega ette nähtud toetuse või palga alammäär.
Subsistence threshold 2026: how much is used as the basis for calculating the benefit?
The subsistence threshold is a monetary limit established in the state budget and used to calculate subsistence benefits. It differs from the estimated subsistence minimum. From 1 January 2026, the following amounts apply:
- 220 € per month – a person living alone or the first member of a family.
- 176 € per month – the second and each subsequent adult member of the family.
- 264 € per month – each minor child in the family.
These are not automatic payments. They are thresholds used when calculating the benefit. Subsistence benefit is intended for a person or family in need and is determined and paid by the local government. The previous month's net income, eligible housing costs for the current month and the composition of the family are taken into account. More detailed conditions are set out in the explanation by the Ministry of Social Affairs.
How is the subsistence benefit calculated in 2026? Example
The general simplified formula is as follows:
Example for one person: the person’s net income taken into account for the previous month is 450 €. The current month’s housing costs are 300 €, and we assume that the local government accepts them in full.
- Subsistence threshold for a person living alone: 220 €.
- Eligible housing costs: 300 €.
- Eligible income: 450 €.
- Example calculation: 220 + 300 − 450 = 70 €.
Important: 70 € is an illustrative result, not a promise to pay that exact amount in benefits. The actual decision depends on the eligibility conditions, exceptions in the calculation of income, the standard floor area of the dwelling, and the local government's limits on housing costs. Some income and expenses are treated according to special rules.
For example, the total subsistence threshold for a family with two adults and one minor child is 220 + 176 + 264 = 660 € per month. This also does not mean that the family automatically receives 660 € in benefits: the family’s overall financial situation and eligible expenses are assessed.
Are the subsistence minimum and the minimum wage one and the same?
No. In Estonia, the minimum wage is an employment law measure that generally sets the lowest permitted gross wage for work under an employment contract. From 1 April 2026, the statutory minimum wage is 946 € gross per month for full-time work or 5,67 € gross per hour. In the first three months of the year, the minimum was 886 € gross per month.
The minimum wage is not the same as the net amount a person receives. Nor does Statistics Estonia’s subsistence minimum automatically determine an employer’s obligation or the amount of social benefits. See the official minimum wage rates published by the Estonian Tax and Customs Board.
What should you do if your income does not cover your daily expenses?
If your monthly expenses exceed what you can afford, it is not enough to compare your salary only with the estimated subsistence minimum. First, it is worth finding out whether you may be eligible for any benefit or service.
- Write down the family’s actual income and expenses. Separate housing costs, food, medicines, transport, and other essential obligations.
- Check the conditions for subsistence benefit in your municipality or city. Applications for the benefit are submitted to the local government; generally, you need to provide information confirming your income and housing costs.
- Look into other benefits. Depending on the situation, these may include family benefits, additional assistance from the local government, or the options available through Töötukassa in the event of job loss.
- Do not interpret the statistical threshold as an automatic entitlement or denial. If you earn more than 361,40 €, that does not in itself mean that no benefit is possible; likewise, a lower income does not automatically guarantee a benefit.
