Where in Estonia can you study and receive counselling for free in 2026?

Where in Estonia can you study and receive counselling for free in 2026?

Many people still think that quality training necessarily entails high costs. In fact, the situation in Estonia has changed significantly in recent years. Today, dozens of organisations in the country offer free courses, career counselling, language training, retraining and entrepreneurship support.

We are not talking about “two-hour webinars”, but real programmes funded by the state, the European Union, local governments or various development funds.

The most interesting thing is that many people are still unaware of how many opportunities actually exist.

Some people put off learning Estonian for years. Some would like to change professions but are afraid of the cost of training. Some want to start their own business but do not know where to begin.

At the same time, many solutions are already available—and completely free of charge.

NB! Most of the programmes described below are intended for specific target groups (e.g. people who have lived in Estonia for a certain number of years, have a residence permit, are registered as unemployed, etc.). It is always advisable to check the specific participation requirements before registering.

1. Eesti Töötukassa

🔗 tootukassa.ee

When free education for adults is discussed in Estonia, Töötukassa is usually the first place mentioned.

Töötukassa is not merely an “institution that helps the unemployed” — it is a major retraining and career development centre serving both unemployed people and employed people who are at risk of losing their jobs.

Through Eesti Töötukassa, you can receive:

  • free training courses (IT, logistics, accounting, marketing, etc.);
  • career counselling;
  • assistance with changing professions;
  • psychological support;
  • training in digital skills and AI tools;
  • counselling on starting a business;
  • language training.

Important: eligibility for free training depends on the person’s labour market status and the specific programme. The most accurate information is available directly from the Töötukassa website or a consultant.

2. Integratsiooni Sihtasutus

🔗 integratsioon.ee

One of the best-known organisations in Estonia offering free Estonian language courses.

Registration regularly opens for the following levels:

  • A1
  • A2
  • B1.1
  • B1.2

NB! Free courses currently run up to level B1.2 (not B2, as is sometimes mistakenly believed). Level B2 courses are not part of Integratsiooni Sihtasutuse's regular programme.

Courses are held:

  • online;
  • In Tallinn;
  • In Tartu;
  • In Narva, Jõhvi, Kohtla-Järve, Sillamäe and other cities.

Conversation clubs, counselling, adaptation programmes and language practice are also offered.

Participation requirement: the courses are intended for permanent residents of Estonia who have lived here for at least five years, as well as returnees. There is a separate programme for new immigrants — Settle in Estonia.

13. Keelesõber

🔗 integratsioon.ee/keelesober

A language practice project offered through Integratsiooni Sihtasutus that connects a person learning Estonian with a native Estonian speaker. Regular conversations help remove the biggest obstacle — the fear of speaking.

14. Eesti Punane Rist

🔗 punanerist.ee/koolitused

  • support programmes for migrants and refugees.

In recent years, considerable attention has been paid to job searching and adaptation.

15. Google Digital Garage

🔗 learndigital.withgoogle.com

An international free learning platform. Popular topics:

  • digital marketing and SEO;
  • analytics;
  • e-commerce;
  • digital entrepreneurship.

Many courses include Google certificates.

16. Coursera

🔗 coursera.org

The platform offers free courses from the world's largest companies and universities (Google, IBM, Meta, Stanford, Yale, Microsoft).

Certificates often require payment, but the knowledge itself is usually available free of charge in so-called audit mode.

Why do people still not use these opportunities?

The paradox is that there are more free learning opportunities than ever before, yet many people still do nothing.

The reasons are usually the same:

  • “there’s no time”;
  • “it’s too difficult”;
  • “it’s no use”;
  • “I’m already too old”.

But the labour market is changing very quickly. Even basic AI skills, digital skills and communication abilities are becoming increasingly important. That is precisely why free courses are no longer only for “the unemployed” — they have become a normal tool for self-development.

How can you avoid getting lost among hundreds of programs?

The biggest mistake is trying to learn everything at once. It is much wiser to choose:

  • one goal — what exactly you want to achieve;
  • one specific skill — what to learn;
  • one area—where to start.

For example: improve your Estonian → Integratsiooni Sihtasutus or Keeleklikk. Move into the IT sector → BCS Koolitus through Töötukassa. Start a business → Tallinna Ettevõtluskeskus or EAS.

Summary

Estonia is one of the few countries where quality education can genuinely be accessible to almost everyone.

Yes, not all programmes are ideal, and some of them are intended for specific target groups. It may be difficult to get into popular courses—especially Estonian language courses, which are in very high demand.

But today, in Estonia, it is entirely possible to do the following for free:

  • learn Estonian (up to level B1.2 at Integratsiooni Sihtasutus, and independently beyond that);
  • change professions through Töötukassa;
  • receive career counselling;
  • acquire digital skills and AI tools;
  • start a business.

The question is no longer whether the opportunities exist. The question is—who will seize these opportunities before others do.
