Childcare services and alternatives to kindergarten places in Tallinn in 2026: prices, subsidies, and options

Childcare services and alternatives to kindergarten places in Tallinn in 2026: prices, subsidies, and options

In Tallinn, the lack of a nursery place or an unsuitable nursery no longer necessarily means that a parent has to bear all childcare costs themselves. 2026. From this year onwards, it is possible to choose between a municipal nursery, a private nursery, childcare centres, a childminder and bringing up a child at home, and the city provides financial support for several of these options.

A particularly important change takes effect on 1 September 2026: Tallinn will pay families with children aged 1,5–3 a home-care allowance of up to 250 euros per month. At the same time, the fee system for municipal kindergartens will change. See information about Tallinn’s home-care allowance.

This means that, before choosing a private nursery or a childminder, it is worth comparing not the price list for the service, but the family’s actual final cost after taking Tallinn’s subsidies into account.

Quick answer: what are the alternatives to nursery places in Tallinn?

If a child does not attend a standard municipal nursery, the main options in 2026 are a private nursery, private childcare, Montessori or other pedagogically-oriented childcare, looking after a lapsehoidja kodus ning 1,5–3-year-old child at home with the help of Tallinn’s new home childcare allowance.

The price difference can be very significant. In some subsidised childcare centres, the monthly fee for parents is within a few hundred euros, whilst a regular private childminder may turn out to be the most expensive option. Take a look, for example, at the price list for Väike Päikese Tallinn City Centre Childcare Centre.

What changes will there be in Tallinn’s municipal nurseries from 1 September 2026?

For the sake of comparison, we should first look at the cost of a municipal nursery, as this is where a major change will take place in 2026.

From 1 September, the fee will be 2026 on Tallinna munitsipaallasteaia üldine osalustasu 189,20 euros per month; however, significantly greater concessions will apply to residents of Tallinn. During the transitional period in the autumn of 2026 year, it is sufficient for the child and at least one parent to have been 1 as of September and that their registered place of residence remains in Tallinn without interruption until the end of the year.Official information from Tallinn on the fee and food costs.

However, the attendance requirement is important. To be eligible for the subsidy, the child must have attended nursery for at least ten days in total over the previous two months. Attendance will be recorded from 1 September 2026, and the first check will take place at the beginning of November, based on attendance in September and October. If the ten-day requirement is not met, the family may be invoiced for the full participation fee. Please see the explanation provided by Tallinn Kraavikrolli Nursery for further details.

It is therefore not entirely accurate to simply say, after September, that ‘nursery schools in Tallinn are free’. For many families in Tallinn, the contribution may indeed be 0 euros, but for this to apply, the conditions regarding place of residence and attendance must be met.

The cost of meals should be checked in the price list for the specific nursery.

1. Private childcare – one of the most practical alternatives

Private childcare is particularly well suited to younger children or families who prefer a smaller group, a more flexible timetable or a specific location.

Tallinn supports eligible childcare services in 2026 with 356 euros per month per child. The allowance is usually not paid into the parent’s bank account; instead, it is reflected as a discount on the invoice submitted by the service provider. Information about Tallinn’s childcare allowance.

In additionan additional 71,25-euro allowance may apply, for example, for a family’s second and subsequent children attending a private nursery or childcare centre., under certain conditions,See the conditions for the allowance on the Tallinn website.

Tallinn also reimburses, for a child who meets the eligibility criteria, the cost of meals for the days attended, up to 2,80 euros per day for children under 3-aastase lapse puhul ning 3,10 euros per day for children aged 3 years and older.Conditions for the Tallinn childcare allowance.

How much does private childcare actually cost?

There is no standard price in Tallinn. Service providers set their own prices, and the city subsidy reduces them.

For example, at Väike Päikese Tallinna Kesklinna Lastehoiu, according to the published price list 2025/2026, the service costs 530–650 euros per month, depending on the number of days per week. After taking the Tallinn subsidy of 356 euros into account, the amount payable by the parent is 174 euros for two days, 234 euros for three days or 294 euros for 4–5 days per week, plus meals.

Liisu Childcare’s price list states 2026euros for the parental contribution in 269 for three days, 319 euros for 4–5 days, and 359 euros per month in the Montessori group, after deduction of the 356-euro subsidy from Tallinn.

These are not average prices in Tallinn, but specific examples.Prices for the 2026/2027 academic year are subject to change; therefore, before signing a contract, you should ask the service provider for the current final price, including the Tallinn subsidy.

2. Private nursery – more like a nursery, but with greater freedom of choice

A private nursery may be a good option for families who are looking for a specific educational approach, a smaller group of children or a particular area.

Prices vary greatly from one kindergarten to another. For example, the published price list of Väike Päikese Suve Lasteaia gives the full service price as 550–670 euros per month; after the Tallinn allowance, the parent’s share is 194–314 euros per month, plus meals.

When it comes to private nurseries, it is therefore always worth asking for three figures: the full price of the service, the amount of the Tallinn subsidy, and your family’s actual bill after all subsidies have been applied.

3. Montessori childcare or childcare based on another specific teaching method

Some parents are not simply looking for somewhere to leave their child during the working day, but for a specific approach to upbringing or teaching.

For example, childcare centres based on Montessori principles operate in Tallinn. The published price list of Montessori Maja states that the group for young children aged 1,5–3 costs 620 euros per month, and the group for children aged 3–6 costs 720 euros per month, before deducting the local government allowance. Meals cost 5 or 5,50 euros per day.

One must be careful when comparing prices here:a price list of 620 euros and a final cost of 620 euros for a parent are not the same thingif the child is entitled to a local authority grant.

4. At the childminder’s home

A childminder is the most personalised solution. The child can remain in a familiar environment, and the daily routine, sleep, mealtimes and activities can be better organised to suit the family’s needs.

However, if used regularly and to full capacity, it is usually more expensive than subsidised childcare.

Babysitsi platform, childminders in Tallinn currently charge an average of aroundOn the10 euros per hour. Prices for individual offers start at around 9 euros per hour, whilst more experienced childminders may charge 14–15 euros per hour or more. The actual price depends on the babysitter’s experience, the number of children, the working hours and the agreed tasks.

If a childminder is only needed for a few hours a day or a couple of times a week, this can be a very sensible solution. However, when it comes to a full working day every day, the cost difference compared to childcare quickly becomes significant.

5. Support for children living at home – a brand-new opportunity in Tallinn

One of the most significant changes in 2026 isthe child at home allowance, which Tallinn will start paying from 1 September.

The allowance is intendedfor families with a child aged 1,5–3, provided that the child does not attend a municipal nursery or childcare centre and no childcare allowance is being paid for them. The aim of the scheme is to give families the option to delay starting nursery or to arrange childcare in some other way.News from Tallinn regarding the home childcare allowance.

If the child and both parents meet the residence requirements for Tallinn, the allowance isup to 250 euros per month per child. If a child and one parent are registered in Tallinn, the allowance is125 euros per month. See Tallinn’s official explanation.

Applications can be submitted via the City of Tallinn, and official information and application procedures are publishedon the Tallinn Child Support for Children Living at Home page.

This makes quite a difference. Families who previously had to choose between nursery and a home-based solution entirely at their own expense now have a third option.

Which option is the most cost-effective?

As at the second half of 2026, the overall picture may be as follows.

Solution Approximate household expenditure / benefit
Tallinn Municipal Nursery School from 1.09.2026 participation fee of 0 €, subject to certain conditions
Municipal nursery without a discount 189,20 €/month + meals may be provided
Subsidised private childcare In the examples, approximately 174–359 €/month + food
Subsidised private nursery In the examples, approximately 194–314 € per month + food
Personal childminder often from around 9 € per hour
Kodune laps 1,5–3 a Tallinn pays a subsidy of up to 250 € per month

The cheapest option isn’t necessarily the best choice

After 1 September 2026, a municipal nursery may well be the most cost-effective option for a family in Tallinn that meets the eligibility criteria. Therefore, price is not necessarily the main advantage of private childcare.

Private childcare may actually be a more sensible option if the child needs a smaller group, a location that suits the family better, part-time care, a different daily routine or a specific educational approach. A childminder, on the other hand, offers the greatest degree of individualisation, but can be the most expensive option if used regularly.

It is therefore worth comparing not only the monthly fee, but also the group size, opening hours, holiday arrangements, payment for days missed, catering, staff qualifications and the terms of contract termination.

In 2026, the licence to provide childcare services must also be checked

This point is particularly important this year.

From 1 September 2025,the childcare system in Estonia has changed, and childcare centres providing standard early years education will now fall under the Early Years Education Act. Service providers must, amongst other things, meet requirements regarding staff qualifications, the curriculum, premises, group sizes and support services. The transition period runs from 31 August to 2026. See the Social Insurance Board’s explanation regarding the changes to the childcare system.

It is therefore worth checking, when choosing childcare in the autumn of 2026, whether the service provider is continuing to operate under the new regulations and whether their details and licence to operate have been duly registered. A good-looking website or a low price alone is not a sufficient reason for choosing a service.

How do you choose the right solution for your child?

The right choice depends, above all, onwhy you are looking for an alternative to a nursery place.

If the only problem is a lack of places, it is worth looking into subsidised private childcare first. If your child isn’t quite ready for nursery yet, for children aged võib 1,5–3, the home childcare allowance could be an interesting option from September onwards. If a parent only needs childcare for a couple of days or a few hours a week, part-time childcare or a childminder may offer greater flexibility. If a specific teaching method is important, Montessori and other private nurseries come into the picture.

And if a municipal nursery is suitable for the family, it is worth bearing in mind that, from 1. September 2026, the attendance fee for a Tallinn family meeting the eligibility criteria may be 0 euros.Official information from Tallinn.

Always ask for the final price before signing a contract

Price lists for childcare services can be misleading at first glance, as some providers show the full price, whilst others show the price already reduced by the local authority subsidy.

The most sensible question to ask a service provider is therefore very simple:

“As residents of Tallinn, how much do we actually have to pay for a month, taking into account all benefits and food allowances?”

This single question makes it much easier to compare different childcare providers.
