Home loan terms in Estonia 2026: banks and interest rates
A home loan in Estonia in 2026 involves more than finding a suitable interest rate. The bank's decision is affected by your income and existing obligations, the value of the property being purchased, your down payment and the loan term. Offers from different banks may vary for the same home even if you apply for exactly the same amount.
In this guide, we explain how large a typical down payment is, who may be eligible to use the EIS (formerly KredEx) housing loan guarantee, how monthly payments are calculated, and what costs to consider in addition to interest. The information was reviewed on 22 October 2026.
Quick answer: the maximum loan-to-value ratio for a standard home loan is 85%, and for a state-guaranteed loan it is 90%. When a loan is issued, total loan payments can generally amount to no more than 50% of net income, and the standard maximum term is 30 years. With an EIS guarantee, the down payment may be 10%, and from 5% for the large-family target group, but the final financing arrangement depends on the bank and the applicable lending limits.
Home loan terms in Estonia 2026: key figures
| Condition | General rule |
|---|---|
| Loan amount / value of the collateral | Up to 85%; up to 90% for a state-guaranteed loan |
| Down payment | Usually at least 15%; generally 10% with EIS, and from 5% for the target group of families with many children |
| All loan payments / net income | Up to 50% in the bank's standard affordability calculation |
| Interest rate stress test | At least 6% or the contractual rate, if higher, in the variable-interest home loan calculation |
| Loan term | Generally up to 30 years; banks are allowed exceptions to a limited extent |
These are the general limits set by Eesti Pank, not a promise that the bank will issue a loan of that size. The bank may apply stricter conditions. Eesti Pank allows certain exceptions only for a limited share of the volume of home loans issued per quarter. Source: Eesti Pank.
How large does the down payment for a home loan need to be?
If the home you are buying costs 200 000 euros and the value of the collateral acceptable to the bank is the same, the usual 85% maximum loan-to-value ratio may mean the following:
- 30 000 € down payment (15%)
- 170 000 € home loan (85%)
- You will also need money for the valuation report, notary, state fee, and other transaction costs.
If the valuation report submitted to the bank values the property below the purchase price, the required down payment may increase. The bank may also use a more conservative valuation in its risk assessment. Therefore, it is not advisable to calculate the down payment based solely on the price in the sales listing.
Can you manage with a 10% down payment with an EIS guarantee?
Yes, a loan applicant who belongs to an eligible target group may use the EIS housing loan guarantee. For example, with the same collateral worth 200 000 euros, a 10% down payment would be 20 000 euros, and the loan required would be 180 000 euros. The final decision nevertheless depends on repayment capacity, the collateral and the bank's decision.
According to the EIS website, a down payment for the large-family target group may start at 5%. For this measure, a large family is defined as a family with at least three children up to 19 years old that also meets the other target group criteria. 5% does not automatically mean that every bank will lend 95% of the property's value – the financing arrangement and applicable limits must be discussed with the bank.
EIS (KredEx) guarantee: who is it suitable for?
EIS is the provider of the housing loan guarantee formerly offered by KredEx. As of 22.10.2026, the housing loan guarantee service is marked as open. At least one applicant must meet one of the target group criteria.
- Young families – for example, parents who meet the age and number-of-children requirements.
- Young professionals – applicants meeting certain education and employment or entrepreneurship requirements.
- Families with many children – families with at least three children up to 19 years old, provided the other requirements are met.
- Buyers or renovators of energy-efficient homes – with a compliant energy performance certificate or project.
- Other target groups defined by EIS – the full list and requirements are on the official website.
How to apply for a guarantee? Contact a bank: the EIS housing loan guarantee is applied for through a bank together with a home loan, not as a separate application to EIS. The guarantee is not a grant paid to the buyer and does not exempt them from repaying the loan.
The guarantee also comes with a fee: for a standard home loan guarantee, the EIS website lists a one-time guarantee fee of 3% of the guarantee amount, and 2% for the target group of families with many children. For example, a 20 000-euro guarantee with a 3% fee costs 600 euros. This cost should be included in the comparison. Restrictions on renting out a home purchased with a guarantee also apply, among other things.
But what if you are buying a home in a rural area?
EIS has a separate rural housing loan guarantee, which may help finance the purchase and renovation of a home outside designated cities and their immediate surroundings. This service has different regional, down payment, guarantee amount and fee conditions. It should not be confused with the standard EIS housing loan guarantee.
Home loan interest: what are Euribor and the bank margin?
Variable-rate home loans are commonly offered in Estonia. Their interest rate consists of the bank's margin + Euribor. For example, if the margin were 1,5% and the applicable Euribor on the relevant interest rate adjustment date were 3%, the total interest rate on the loan for that period would be 4,5%. This is an illustrative example, not a current bank offer.
The bank sets the margin according to the customer and the collateral. Euribor changes on the market, and the Euribor may be for lepingust võib aluseks olla näiteks 3, 6 or 12 months. If the contract specifies a six-month Euribor, the monthly payment on the loan usually does not change every time the daily Euribor moves on the market—the schedule for changes is specified in the contract.
It is also worth asking about the possibility of a fixed interest rate and its terms. Fixing the rate may reduce payment fluctuations for a certain period, but it may not be the cheapest option in every market situation.
Example: how does the interest rate affect the monthly payment on a 170 000 € home loan?
Let's take out a loan of 170 000 € for 25 years, with an annuity repayment schedule and three illustrative annual interest rates. In the example, the interest rate stays unchanged throughout the term, although this may not be the case in an actual variable-rate agreement.
| Annual interest rate (example) | Monthly payment | Interest cost 25 years |
|---|---|---|
| 3% | 806,16 € | 71 847,77 € |
| 4,5% | 944,92 € | 113 474,56 € |
| 6% | 1095,31 € | 158 593,71 € |
What does this mean? For the same loan amount and term, the illustrative monthly payment at an interest rate of 6% is about 289 € higher than at 3%. Therefore, a home-buying budget should also allow for a possible increase in interest rates. The calculation does not include bank fees or insurance.
What does the bank check about your income and obligations?
The bank assesses stable and verifiable income, existing loan obligations, household expenses, the value of the collateral, and other factors affecting credit risk. Under the general rule of Eesti Pank, at the time a loan is issued, the ratio of principal and interest payments on all loans to net income may not exceed 50%.
For a variable-interest home loan, the bank must use an interest rate of at least 6% when calculating this ratio (or the contractual interest rate if it is higher). For example, a monthly net income of 2500 euros does not automatically entitle someone to take out a loan with a monthly payment of 1250 euros: existing obligations, a stress test and the bank’s other requirements may reduce the permitted amount.
When assessing your actual budget, set aside money in addition to the loan payment for utility bills, property taxes, maintenance, and unexpected repairs. Especially with a house, problems with the roof or heating system may turn out to be a larger expense than a single loan payment.
What additional costs come with a home loan?
- Valuation report: the bank may require an expert valuation prepared by a suitable appraiser.
- Contract fee: depends on the specific bank offer.
- Notary fee and state fee: are incurred when completing a real estate transaction and registering a mortgage; the allocation of costs depends on the agreements.
- Collateral insurance: generally required by the bank for the duration of the contract.
- EIS guarantee fee: charged only when the guarantee is used and depends on the type of guarantee.
- Other costs: possible account service, early repayment or contract amendment fees, according to the terms and conditions.
When comparing offers, look at the annual percentage rate of charge and the total cost of credit. This helps identify when differences in margins or contract fees make offers more expensive. Not all transaction costs and costs associated with future ownership of the property may be reflected in the annual percentage rate of charge; therefore, compare the list of fees separately as well.
How to compare home loan offers from banks correctly?
- Ask several banks for offers for the same loan amount, the same collateral and the same term.
- Compare the margin and the Euribor period. Do not compare Euribor rates from different calculation dates without taking this into account.
- Check the annual percentage rate of charge and the total repayment amount. Check which additional costs are included in the calculation.
- Ask for an example of a payment at an interest rate of 6% and, if necessary, also for a scenario with a higher interest rate.
- Find out about the down payment and collateral requirements. Ask separately whether an EIS guarantee could be used in your case.
- Check the terms for contract amendments. Early repayment, refinancing, and the possibility of a payment holiday are important.
The lender should provide sufficient pre-contractual information so that you can assess the offer at your leisure. Take time to read the documents and ask for clarification about any fees you do not understand.
FAQ: Home loans in Estonia 2026
How much of a down payment do you need for a home loan?
Generally, at least 15% of the value of the collateral. If the eligibility requirements for EIS target groups are met, the down payment may be lower; the specific solution depends on the bank.
Can a family with three children get a home loan with a 5% down payment?
For the EIS target group of families with many children, the down payment may start at 5%, if the family has at least three children aged up to 19 and meets the other conditions. The bank separately assesses repayment capacity and restrictions on granting loans.
Is EIS’s guarantee free money?
No. It is a guarantee used to secure the loan and may involve a guarantee fee. The loan must still be repaid.
Can you get a home loan without a down payment?
A down payment is required for a standard home loan. In certain situations, the bank may accept additional collateral, but this is not available to everyone or automatic.
Is the maximum term of a home loan 30 years?
The standard rule set by Eesti Pank is up to 30 years. Banks are permitted to make exceptions in limited numbers, but applicants are not automatically entitled to them.
Does the monthly payment always increase immediately when Euribor rises?
Not necessarily right away. For a variable-rate loan, when the change takes effect depends on the Euribor period agreed in the contract and the review date.
Is the bank with the lowest margin always the best?
No. Also compare the annual percentage rate of charge, one-off fees, insurance terms, and contract flexibility.
Summary: where to start?
When choosing a home loan, first make a realistic budget, set aside funds for the down payment and transaction costs, check whether you may be eligible for an EIS guarantee, and request comparable offers from at least a couple of banks. Don’t base your decision solely on today’s monthly payment: also consider future interest rate changes and the costs of maintaining the home.
